No. Licensing and advisory is available on its own, no matter who supports the rest of your IT — including a competitor.

Broadly: Business Premium covers organizations up to 300 users and bundles security and device management at a lower cost per seat. E3 supports larger organizations with fewer size limits.

E5 adds advanced security, compliance, and analytics on top of E3. E7 — the newest enterprise tier, generally available since May 2026 — builds on E5 and adds Microsoft 365 Copilot natively along with agent governance.

Which one fits depends on your size, your compliance obligations, and whether you'd otherwise buy those capabilities separately. That comparison is exactly what a licensing conversation is for.

It depends on how far along your AI adoption actually is. E7 bundles Microsoft 365 Copilot into the suite rather than requiring it as a separate add-on, and adds governance for AI agents.

If you're already carrying standalone Copilot licenses across a meaningful share of your users, the bundle math often works in your favor.

If Copilot is still a limited pilot, E3 or E5 with selected Copilot licenses is frequently the better economics. A mixed model — E7 for Copilot-heavy roles, E5 for everyone else — is also a legitimate answer. 

Only if your compliance obligations require it. Organizations handling controlled unclassified information under CMMC often need GCC High specifically.
