About E-Rate

The Schools and Libraries Program of the Universal Service Fund, commonly known as “E-Rate,” is administered by the Universal Service Administrative Company (USAC) under the direction of the Federal Communications Commission (FCC).

The E-Rate program helps eligible schools and libraries across the U.S. secure funding to enhance their internet connectivity and supporting infrastructure. 

About the Funding

To be eligible for discounts, which range from 20 – 90 percent of the actual cost of the eligible equipment and services, applicants must meet the program definition of a school or a library.

Discounts are based on the category of service requested (i.e., Category One or Category Two), the level of poverty, and the urban/rural status of the population served. 

 

Who's Eligible?

 

Schools and libraries must meet statutory definitions to be eligible for Schools and Libraries (E-Rate) program support.

Schools: All elementary and secondary schools, as defined within the Elementary and Secondary Education Act, are covered. Private schools are eligible as long as they are not a for-profit business and do not have an endowment exceeding $50 million. Individual schools, school districts, and consortia are eligible applicants.

Libraries: Public libraries, as defined in the Library Services and Technology Act (LSTA), are also eligible. This includes individual library branches, facilities, systems, and consortia

What Services are Available?

The Eligible Services List (ESL) includes the following service types that fall in one of two funding categories:

Category One Services

  • Data Transmission Services
  • Internet Access

Category Two Services

  • Internal Connections
  • Managed Internal Broadband Services
  • Basic Maintenance of Internal Connections

About Cyber Security Pilot Program

 

The FCC’s Schools and Libraries Cybersecurity Pilot Program is designed to provide essential cybersecurity services and equipment to K–12 schools and libraries to ensure students can pursue education without disruption from cyberattacks.

 

About the Funding

This program will provide $200 million in funding to participating schools and libraries to pay for eligible cybersecurity services and equipment over a three-year period.

During this time, the FCC will collect relevant data on the funding’s effectiveness with the goal of making the program permanent.

These cybersecurity funds will be separate from Category 1 and Category 2 of the E-rate program, however the FCC will study the impact of this pilot initiative as it evaluates future changes to the E-rate program.
